The state plan covers both private sector and government workers, is monitored by OSHA, and must be at least as effective as OSHA in protecting workers and in preventing work-related injuries, illnesses and deaths. As per the state plan, every employer across Arizona must have a written occupational health and safety program in place covering the 7 core OSHA elements.
