In Colorado, every employer has a legal obligation to provide and maintain a safe and healthy work environment for their employees. As per the federal OSH Act, every employer across Colorado must have a written occupational health and safety program in place covering the 7 core OSHA elements. As per the Arkansas Workers’ Compensation Commission (AWCC) rule 32 program, the state also requires 'hazardous employers' to establish a safety and health program. While no Colorado statute directly requires a safety program or plan, the major elements of a plan are required to qualify for a 10 percent reduction in workers’ compensation insurance premiums.
