As per the Northwest Territories' Occupational Health and Safety (OHS) Regulations section 21, organizations are required to have a formal safety program if they have a workforce of 20 or more workers, or are instructed by the regulator. Small organizations or employers with fewer than 20 workers can also require a health and safety program by the regulator but these programs can be simpler or 'less formal'.
