As per Nova Scotia's Occupational Health and Safety (OHS) Act section 28, organizations are required to have a formal safety program if they have a workforce of 20 or more people. Small organizations or employers with greater than 5 workers still require a health and safety program but these programs can be simpler or 'less formal'.
